COUNCIL is a governmental (no-pk) clan designed either for those who doesn't want to participate in PK or for those who just want to play and do not care about other clans or for those who would want to participate in another perspective of roleplaying - that is by becoming local citizens.
As local citizens you assume the role of a resident, you may buy a house, control a bank, build your own store or ultimately become a Mayor to coordinate the activities within a designated town. Of course in order to get all these goodies it will require heavy roleplay in your part. And of course once you become a Council, there is no turning back lest you lose your residenceship as well as other things that you have might receive during your time as a Councillor.
